Cognitive load used to be treated as a refinement. Helpful, but optional.

That framing is outdated. Accessibility expectations are expanding beyond visual and mobility concerns into cognitive and neuro-inclusive design. In practical terms, this means comprehension, attention, and overload are not “edge cases”. They are a reality for a large slice of users on any given day.

The correct model is simple:
Cognitive load is a constraint. Not a preference.
